Allow Galleries in proposals

Allow proposals to contain image galleries. This demand comes from the Sunderland Lab as a way to create photo albums in the participatory site. This is already possible for the admins (since 2019 September 19). Should we enable all user to be able to do so? #feature(Opens in new tab)
